Since 1971 EPA, 40 CFR 112, has required Oil & Gas Owners & Operators of non-transportation related onshore and offshore facilities have a comprehensive Spill Plan. Spill Prevention Control & Countermeasures, (SPCC), spill plans must be in place to prevent oil and saltwater spills into navigable waters of the United States.
SPCC and Annual Inspections, and Training of personnel records must be made available to EPA Inspectors, which documents environmental compliance.

You may be the Producer / Operator, but your Working Interest Partners and Investors will probably NOT agree to pay a EPA fine because your refused to be compliant.
